Tallinn is the capital and largest city of Estonia, in the county of Harju (Harjuma).
During Tchaikovsky's lifetime it was known as Revel (Ревель) or Reval (Реваль) , and was the capital of the Revel district (Ревельский уезд) in the Estonian province (Эстляндская губерния) of the Russian Empire.
Tchaikovsky in Revel
The composer visited Revel from 5/17 December to 7/19 December 1891 to stay with his brother Anatoly, who was then deputy governor-general of the city.
